| 1. ANTECEDENTES A petición del Ayuntamiento de Morella se convoca este Concurso de IDEAS, para la ubicación en el Edificio de las Escuelas Pías de esta población de Centro de Enseñanza Secundaria Obligatoria y Bachillerato. Se trata de un Edificio destinado actualmente a dicho uso, pero que debe adecuarse a los requerimientos de la LOGSE, para las unidades y programa que ésta requiere. II-OBJETO ACTA DE LA DELIBERACIÓN DEL JURADO En la ciudad de Morella, siendo las once horas del día once de agosto de mil novecientos noventa y ocho, se constituye el jurado que ha de resolver el concurso de ideas convocado por el Ayuntamiento de Morella para la adecuación de las Antiguas Escuelas Pías para centro de Bachillerato y ESO. En el Salón de Actos de la Casa Consistorial se reúnen el jurado integrado por: Presidente: Constituida la Mesa se les da conocimiento de la certificación de la Secretaria del Ayuntamiento sobre los concursantes presentados, que son los que siguen: Nº de Registro General de Entrada en el Ayuntamiento: 1296, 1298, 1306, 1307, 1308 y 1310, que corresponden a los siguientes lemas: 10000, 10101, 75569, 24816, 28768 y EN BAIX. Visto que el lema EN BAIX no cumple el pliego de condiciones, delibera el tribunal y lo da por válido admitiéndolo al concurso. Seguidamente se procede al estudio de cada una de las ideas presentadas. Se valora la propuesta presentada con el lema 10000 por los siguientes motivos: Máximo respeto sobre el edificio existente. Adecuada integración de los usos deportivos y anejos en su tratamiento enterrado bajo la ladera del castillo. Correcta utilización de la calle posterior a modo de patio inglés. Cumplimiento sobrado del programa y admitiendo posibles ampliaciones. Se valora la propuesta presentada bajo el lema 10101 por el esfuerzo por resolver todo el programa en el propio edificio y todo ello en una actuación que respeta el edificio protegido. Por estos motivos el Jurado por unanimidad acuerda: PRIMERO.- Seleccionar para el primer premio al trabajo presentado con el lema 10000, cuyos autores son los siguientes arquitectos: Alberto Escardino Malva, Paula González- Barranca Canós y Pablo Ruano Rodríguez, cuyo representante es Alberto Escardino Malva, Valencia. SEGUNDO.- Seleccionar para el segundo premio al trabajo presentado con el lema 10101, presentado por los arquitectos Luis García Guillem y Juan Vicente Pedro Ruano, Denia (Alicante). TERCERO.- No seleccionar ningún otro trabajo puesto que según las bases que rigen el presente concurso solamente se darán dos premios. Los trabajos no seleccionados corresponden a lema: —EN BAIX, arquitectos Carlos J. Ortega Gimeno y Juan Francisco Solís Sanchís,
Paterna (Valencia.) Quedan unidos al expediente todos los trabajos presentados. El Presidente da por terminada la reunión a las catorce horas y cuarenta y cinco minutos, de todo lo cual se extiende la presente acta que una vez leída se somete a la firma de los miembros del jurado. |
I. BACKGROUND The Town Council of Morella hereby convenes an IDEAS competition to locate an Obligatory Secondary Education and Baccalaureate Centre in the Escuelas Pías building of the said town. This building is currently in use for the same purpose but must be adapted to the demands of the LOGSE secondary education act in respect of the units and curriculum required by this law. II. PURPOSE MINUTES OF THE JURY’S DELIBERATIONS In Morella, at 11:00 hours on this 11th day of August 1998, the Jury met to decide the winners of the ideas competition convened by the Town Council of Morella for the adaptation of the former Escuelas Pias to provide Baccalaureate and Obligatory Secondary Education Units. The meeting was held in the Town Hall assembly room and the jury was composed of: President: The jury being present, the Town Clerk acquainted them with the certification of the competitors, as follows: Nº in General Register of Entry at the Town Hall: 1296, 1298, 1306, 1307, 1308 and 1310, which correspond to the following codes: 10000, 10101, 75569, 24816, 28768 and EN BAIX. Given that the code EN BAIX does not fulfil the competition rules, the jury deliberated the matter and agreed to accept it as a valid entry in this competition. Each of the competing ideas was then examined. The idea submitted under code 10000 was valued for the following reasons: Maximum respect for the existing building Appropriate integration of sports and ancillary facilities underground beneath the castle side of the slope Good use of the street to the rear as a forecourt Brief well fulfilled with provision for future extensions. The idea submitted under code 10101 was valued for its efforts to fulfil the entire brief within the building itself while at the same time respecting the protected building. For these reasons the unanimous decision of the Jury was: FIRSTLY to award the first prize to the work submitted under code 10000. The authors are the following architects: Alberto Escardino Malva, Paula Gonzálex Barranca- Canós and Pablo Ruano Rodríguez, represented by Alberto Escardino Malva, Valencia. SECONDLY to award the second prize to the work submitted under code 10101. The authors are the architects Luis García Guillem and Juan Vicente Pedro Ruano, Denia (Alicante). THIRDLY not to select any other work as the rules of this competition only provide for two prizes. Intervenir creando un orden que articula lo nuevo con lo viejo, devolviendo a la antigua construcción su jerarquía de espacios y circulaciones, con máximo respeto sobre el edificio existente... arroparse en el terreno como lo hace la iglesia arciprestal, respetando la vista desde el castillo, dibujando una imagen abstracta sobre la ladera de la montaña... transformar un muro de contención en un plano que se pliega, enmarca, se abre y se quiebra... convertir un patio inglés en una calle interior, el acceso principal del nuevo conjunto... buscar la integración en el paisaje hasta pasar a formar parte del mismo. El programa no cabe en el antiguo contenedor sin menoscabar la esencia arquitectónica del propio edificio. La ampliación es necesaria. ¿Cómo adueñarse de un espacio tan característico, respetando al mismo tiempo la rigurosa normativa municipal en cuanto a la exteriorización de la arquitectura? La respuesta la hallamos en el propio entorno, nos la ofrece la iglesia arciprestal y la plaza de toros: ocultarse en el terreno. Para alterar lo menos posible el paisaje, los necesarios elementos de ventilación e iluminación de las nuevas estancias se manifiestan como una reinterpretación de otros que ya pertenecen al contexto. El muro de contención se convierte en fachada, el patio inglés en calle, y el vacío de los claustros aparece al exterior como patio de luces. La cubierta desaparece como tal, ora transformada en zona de juegos o pista deportiva, ora recuperada por la propia naturaleza. La antigua circulación bianular en torno a dos claustros queda incluida en una nueva ortogonal, de mayor rango. La articulación entre la ampliación y la rehabilitación la marca la propia composición del edificio primitivo.

How to intervene to create an order that joins the new to the old, restoring its own hierarchy of spaces and circulation to the old construction, with the maximum respect for the existing building... to wrap oneself in the terrain as the achiprestal church does, respecting the view from the castle, drawing an abstract image on the hillside... to transform a retaining wall into a plane that folds, frames, opens out and breaks off... to convert a forecourt into an internal street, the main access to the new group... to seek integration into the landscape to the point of becoming part of it. The brief does not fit into the old container without diminishing the architectural essence of the building. An extension is essential. How can we take possession of such a spatial feature while at the same time obeying the strict municipal rules concerning exteriorisation of the architecture? The answer is to be found in the surroundings. It is suggested by the archiprestal church and the bullring: concealment in the ground. To alter the scenery as little as possible, the lighting and ventilation elements required by the new areas take the form of a reinterpretation of others that already belong in that context. The retaining wall becomes a façade, the forecourt a street, and the empty space of the cloistered quadrangles seems from the exterior to be an air-well. The roof disappears as such, now transformed into a playground or sports area, now returned to nature. The former double loop circulation around the two cloisters is united into a new, larger quadrangle. The articulation between the extension and the renovation is marked by the composition of the original building. |
