El ayuntamiento de Benidorm pretende que el Centro Cultural sea una de las construcciones más emblemáticas de la ciudad y se convierta en un complejo que la dote de unas infraestructuras para la cultura y el ocio, en torno al cual se articule e impulse una parte importante de la actividad cultural de la población.

Para ello el Centro Cultural contará con:

—Un teatro auditorio que debe ser una sala polivalente dotada de los medios más avanzados para disfrutar de la mejor música y el mejor teatro, con capacidad para 1200 espectadores y con un escenario de grandes dimensiones que permita cualquier tipo de montaje teatral, operístico o de danza y esté equipado con una campana acústica que posibilite las actuaciones musicales.

—Una sala de exposiciones de 500 m2, Es decir, con dimensiones y altura generosas capaces de albergar montajes muy diversos.

—Un conjunto de salas de conferencias y de aulas donde se puedan impartir talleres y cursos de cerámica, pintura, yoga, gimnasia, relajación, meditación, cursos sobre las técnicas más avanzadas y otras actividades diversas, así como una zona de administración.

—El Conservatorio de Música y el Conservatorio de Danza destinados a impartir enseñanzas regladas conducentes a una formación especifica de profesionales.

—Un museo Arqueológico destinado a albergar la colección de piezas arqueológicas municipales y a ofrecer simultáneamente exposiciones temporales.

—Una Biblioteca que se pretende que tenga un carácter europeo y por lo tanto de servicio principalmente a los residentes extranjeros de la localidad y de nuestra comarca.

El Solar donde se construirá el Centro Cultural se encuentra en el emblemático ensanche de la ciudad de Benidorm, sobradamente conocido por su morfología urbana.

Por lo tanto una de las primeras respuestas que deberán resolverse es la relación con la ciudad, con sus altos edificios, con su implantación central, su accesibilidad, las orientaciones, su escala.

La superficie (11.000m2 aprox.), forma (regular), morfología (una manzana exenta), topografía (suave desnivel), permiten la creación de un espacio público peatonal (plaza), que estando íntimamente ligado con el Edificio, permita la generación de actividad urbana en cualquier momento del día.

La creación en el subsuelo de un aparcamiento público capaz para unos 400 automóviles, garantizará tanto la accesibilidad al centro, como la contribución a la actividad antes apuntada.

Asimismo se resolverá el acceso y parad de los autobuses que acudan al mismo.

No obstante en superficie deberá quedar resuelta la posibilidad de plantación de arbolado de alto porte que garantice tanto la percepción como espacio libre ajardinado la plaza, como el equilibrio con soluciones duras de bajo mantenimiento.

En cuanto a las relaciones funcionales del programa de necesidades se establecen los siguientes parámetros orientativos:

ACTIVIDAD. Si bien un edificio de estas características singulares puede sufrir a o largo de sus vida reconversiones, se valorará las soluciones con un cierto grado de flexibilidad, que admitan cambios o ampliaciones de programa.

En un principio se ha previsto que el auditorio tenga actividad de periodicidad semanal y el resto del programa diaria.

ACCEOS. Deberán resolverse accesos del público separados en función del ritmo de actividad y por tanto de los usuarios del edificio, que se debe traducir en unos razonables costes de mantenimiento, energéticos, control, personal, etc.

Así mismo se resolverán los accesos de mantenimiento, personal y artistas.

ÁREAS ADMINISTRATIVAS. Dado que casi todas las actividades necesitan de un soporte administrativo, se valorarán las soluciones que agrupen y economicen esas áreas sin causar disfunciones de programa.

El Centro Cultural ha de ser de una arquitectura atractiva, moderna, impactante y original, presentando al mismo tiempo sencillez de líneas. El proyecto deberá resolverse en todos sus aspectos técnicos, funcionales, de habitabilidad y de diseño para que satisfaga claramente la misión para la cual se redacta. Se valorará muy positivamente el uso adecuado de la luz natural en las diferentes zonas de las dependencias del Centro, teniendo en cuenta los distintos usos a los que se destinarán.

Con carácter general, y sin que ello presuponga limitación al proyecto, deberá cumplir todas las disposiciones y normativas legales vigentes aplicables al caso. Sobre cuestiones de minusvalías y accesibilidad a los edificios se considera importante la observancia y cumplimiento de la normativa de barreras arquitectónicas.

—Iluminación: La iluminación del Centro deberá combinar armoniosamente la luz natural y la artificial, teniendo en cuanta la utilización que se dará a cada uno de os diferentes espacios y valorando que la luz natural redunde en un ahorro energético, y que la facilidad de mantenimiento sea un factor importante.

De las bases del concurso a nivel cultural en la ciudad de Benidorm.

The City may of Benidorm wants the Cultural Centre to be one of the most emblematic structures of the city and for it to be developed as a complex complete with infrastructures for culture and leisure, around which an important part of the cultural activity of the residents of the city is to be organised and promoted.

The Cultural Centre will therefore include: An auditorium theatre, which must be able to enjoy the best music and the best theatre, with a capacity for 1.200 spectators and with stage of ample dimensions to allow for the staging of any type of theatre, opera or dance performance. It must also be equipped with an acoustic shell to allow for musical performances.

A 500m2 exhibition hall, which is to say, of generous dimensions and height to be able to handle a very wide variety of different types of set-ups. A complex of conference halls and classrooms where it will be possible to offer workshops and courses in ceramics, painting, yoga, gymnastics, relaxation, meditation, courses on the most advanced techniques and a variety of other activities, as well as an area for administration. The Conservatory of Music and the Conservator7y of Dance designed to provide the established programs leading to a specific formation of professionals in these fields.

An Archaeological museum designed to house the municipal collection of archaeological pieces and to simultaneously offer seasonal exhibitions. A Library designed in the European manner and therefore providing services mainly to foreign residents of the city and the surrounding areas.

The Plot where the Cultural Centre is to be constructed is located in the emblematic urban expansion area of the city of Benidorm, very well-known for its urban morphology. One of the first things to be taken into account, then, is the relation of the Centre to the city, to its high buildings, to the central location, its accessibility, orientations, scale. The ground surface (approx. 11.000m2) form (regular), morphology (an unobstructed city block), topography (slightly uneven), allows for the creation of a public pedestrian area (plaza), which, in that it will be closely related with the Building, will allow for the generation of urban activity at any time of the day.

The creation under the building of public parking with a capacity for 400 automobiles will guarantee access to the Centre and will also contribute to the activity mentioned above. The access of buses to the Centre and bus-stop must also be taken into account. The ground surface must also allow for the planting of tall trees, which will guarantee the perception of the plaza as a balance with solid low maintenance solutions.

As far as the functional aspects of the program of requirements is concerned, the following orientative parameters are established:

ACTIVITY.- Given that a building with these particular characteristics is subject to a series of possible restructuring during its lifetime, solutions with a certain degree of flexibility, that will allow for changes or enlargements, will be evaluated favourably. Initially it is foreseen that the auditorium will have a weekly activity, and the rest of the program will be offered on a daily basis.

ACCESSES. Public accesses must be provided that are separate in their function from the rhythm of the activity and therefore from the users of the building, which must be translated into reasonable cost for maintenance, energy, control, personnel, etc. Accesses for maintenance, personnel and artists must also be provided.

ADMINISTRATIVE AREAS. Given that almost all of the projected activities will require administrative support, solutions that group together and economise these areas without causing dysfunctions in the program will be evaluated favourably.

The Cultural Centre must be of an attractive, modern, impacting and original architectural design, presenting at the same time a simplicity in its lines. The project must be worked out in all of its technical and functional aspects, habitability and design so that it clearly satisfies the mission for which it is intended. The adequate use of natural lighting in the different areas of the sections or buildings comprising the Centre will be evaluated very positively, taking into account the different uses it is intended for.

Generally speaking, but not so as to suppose any limitation on the project, it must comply with all current rules and regulations applicable to the situation. Insofar as questions relating to handicapped people and accessibility to the buildings, observance and compliance with the regulations concerning architectonic barriers is considered to be important.

—Illumination. The illumination of the Centre should harmoniously combine natural and artificial lighting, taking into account how each of the different spaces is to be used and also the fact that natural lighting represents a savings in energy costs; ease of maintenance should also be an important factor.

—Air conditioning. The energetics adaptations of the Centre is of prime importance, the use of renewable energy for the overall functioning of the Centre, and the incorporation of alternative energetics systems that will represent a reduction in the normal levels of electricity consumption typical of conventional air conditioning systems, as well in their maintenance cost.
